On July 13, 2026, I bought an item for sale on Ebay USA.
Ebay message: the seller does not ship this item to the following country: Metropolitan France.
When requesting a shipping quote, Ebay displays the allowed destinations: France is missing while Germany, Spain, and Italy are listed.
I contacted the seller: the country list is provided by Ebay and he found that France is not included.
He tells me he has already sold items in France.
He contacts Ebay, who modifies the list to include France.
New purchase attempt: the same block appears: the seller does not ship this item to France.
Any solution?

since the introduction of the new EU customs regulations, there have been a lot of problems for French buyers who want to order from the United States.

I had also run into problems ordering from the United States.
In fact, it was impossible when I tried to order from ebay.fr. On the other hand, when I was logged in from ebay.com (with a delivery address in France), I was able to place the order without any problem.
Something to try maybe, but with no guarantee of a result.

The list of authorized countries is established by EBay.
The seller contacted Ebay so that France could be added.
The list has been updated and France is included.
Despite this, the transaction is still blocked by EBay.
Since the 1st, the European Union has established new regulations for purchases made abroad.
Probably Ebay has not yet updated its systems and, in the meantime, is blocking transactions.

You can't do anything.It's up to the seller to modify the buyer requirements,then validate it.
Here's what eBay says:
To set Buyer Requirements, do as follows :
Go to Buyer Management.
Select the requirements you want to apply to your listings and enter the requested details.
To apply the requirements to all your current and future listings, select Apply the above preferences to current and future listings. Otherwise, the requirements will apply only to future listings.
