Partial reimbursement
Hello,
I no longer see the section that allows a buyer to request a partial refund from the seller with eBay's help?
Can we only now return an item for a full refund and not get compensation for an incomplete or damaged item?

It’s possible, but only at the seller’s initiative. Below is the help page intended for sellers on this matter:

So prioritize communication with him to agree on it.
If he is not cooperative and eBay has to decide, it will be for the full amount (after return), and of course this would be within the framework of a dispute opened on the site.

This can be done up to 90 days after payment...
