Since you entered the label for this username in the list...
Here's what I got from the search I did on the name you gave-------> " This profile isn't available. This account is either inactive or the ID you entered is invalid"
You still need to check the label and see whether there's a sign/dash or period and/or an extra star

the name as you gave it is the seller's shop name.
For his username, there is the _ symbol before and after the 4.

An invalid seller...?
Wouldn't it rather be a username whose rewritten spelling was botched or had a typo..?
In any case, you can only ban a username.. that's all... https://www.ebay.fr/bmgt/BuyerBlock?
whether they're a seller or a buyer... not to mention that they can create as many accounts as they want.... 🙄
Kind regards
