I’m sorry to read that you had a bad experience on eBay.
@lingma85 is right, as long as there is no dispute, eBay has no visibility. In addition, if the payment is made outside of eBay, we have no legal way to intervene.

Given the wording of the description, why did you want to keep going.... just to get scammed...??? - I don't understand, especially since you seem to have a certain amount of experience with the site, judging by the number of ratings appearing on your profile... A search for the products sold by this username showed the large number of the same product sold X times, which contradicts the info given in the description
You completed a transaction outside eBay... so you shouldn't be surprised to have been taken in and, above all, not to have any recourse here...
On the other hand, if you have the contact details of the person behind the username and the listing.. you may be able to file a complaint (but I fear that the amount of €150 will get you nowhere )
All that's left for you is to swallow the affair and move on and, above all, be careful because scammers are everywhere, both on sales sites and by SMS and/or directly by phone, for any current topic (energy savings - mutual insurance - etc... )

As long as there’s no complaint... no disputes for item not received... what do you want ebay to do...?
Transactions that go outside the site are not tracked by it and so... there’s no alert either...
On the other hand... there’s also the accounting issue to take into account... When a sale is recorded as completed... the commission taken by ebay will be entered in the revenue total... then, the fact that there is no payment and therefore no “incoming” of that commission will show up as expenses or outlay in the accounts. As a result, partners and contributors will see a correct turnover/revenue with +/- distributable dividends, which will make them happy... It all comes down to bookkeeping entries...
It’s one possible explanation for why the crooks are there. The payment system avoids problems for buyers (though they still need to use the tools the site has made available to them.. )

Nothing else to do but report the listing to e-bay ....I doubt they'd have a sense of humor...

I read an ad for a watch 79 € 900€ shipping costs with the old system, the loser is not ebay now it taxes the shipping costs
