Improving the reliability of 2021 revenue
Summary: mustang_f recounts his misadventure with a disguised tax audit, where eBay revised upward the declared revenue, leading to a tax reassessment. Several other participants, such as francexpressdeal, la-maisonauxantiquites, and greg.k73, confirm that they have experienced similar situations because of errors in the annual summaries sent by eBay. bernard_netelectroshop details a persistent problem of coordination between eBay and URSSAF concerning the declared amounts and mentions difficulties in obtaining the necessary corrections. The absence of an official document from eBay acknowledging their error worsens the situation for several sellers, leaving the participants looking for solutions to contest these reassessments.
Hello
like other self-employed people I have been subjected for the second consecutive time to what must be called a tax audit via what is somewhat euphemistically called revenue verification
I meticulously record every sale I make on ebay in my sales ledger
in its first letter the tax authority mentioned a total turnover reported by ebay that was consistent with my declarations I replied by providing my records (sales ledger, etc..). I have just received a letter from this same tax authority telling me that in the end the turnover reported by ebay had been revised upward (by more than 2000 euros ??) and telling me that I will be reassessed. in short for me the (revised) amount reported by ebay is wrong . I want to make clear that I do declare the turnover including shipping fees and ebay commissions. I wanted to know whether other people have had the same bad luck, I am about to contest the reassessment

·10 months agoHello everyone,
I thought Urssaf had fixed the problem for everyone, but it seems not!
you need to contact the Urssaf mediator
by searching on Google you'll find their website
and also don't give up, go to the auto entrepreneur website, you have a choice of around 20 message topics that go to different Urssaf departments, you send the same message to all those departments...I was lucky I got a reply from one of the departments (sorry I don't know which one, it's not written), they told me it had caught their attention and that they were opening an internal investigation...and it paid off...
good luck andy courage to everyone who hasn't won their case yet

·11 months agoHello,
Reconciliation CA 2022
I just realized that refunded sales (broken or lost item) appear in the turnover declared by eBay to URSSAF.
This is where many errors come from; difference between careful personal record-keeping and the listing provided by eBay, which is unreadable (all the months are mixed together), hard to verify and, on top of that, bogus.
With a tax adjustment hanging over it.....
What should I do?

I just read the messages. I was in the same situation.
Turnover declared by ebay was incorrect and then corrected downward by ebay “difference of €6,000”
follow-up reminder and then formal notice.
I appealed to the URSSAF mediator and not CRA.
My problem was resolved after two months
Good luck.

You contact the service via your URSSAF account and tell them that the error comes from Ebay. Ebay needs to give you a correction and you need to provide it to them

·1 year agoHello,
As for me, URSSAF still does not want to take into account the corrected summary from Ebay. I have spent a lot of time and energy on this matter, but it still isn't moving forward (phone calls, emails, registered letter, etc.). I have the following question: after the formal notices, how far can URSSAF go? Any feedback? Thanks.
francexpressdeal
·1 year agoHello @mts0012774
"after the formal notices, how far can URSSAF go?"
It's impossible to answer you since we have absolutely no idea who you sent the formal notices to.
You can find on the URSSAF website or on the internet the details of the different steps to follow to contest an URSSAF decision.
That said, given how old the problem is, the time limits for taking action are probably already over.
For example, to refer the matter to the CRA (Friendly Appeals Commission), you had 2 months from the URSSAF notification.
As stated on their site: "If you have not referred the matter to the CRA within the 2-month period, the decision made by Urssaf or CGSS at the end of the auditwill become final."
And without a challenge before the CRA, you cannot go to court.
mts0012774
·1 year agoHello,
Thanks for the reply. I was talking about the formal notices that urssaf sends us.
I have already filed the CRA and all that, but they keep ignoring the issue and considering only the turnover initially declared by Ebay and not the ERRATUM.
My question is, if we refuse to pay, does URSSAF have to take the matter to court or can they directly take the money from the bank account like the tax office, for example.
Thanks,

·1 year agohi everyone,
problem finally sorted on my end
they gave me a credit on my July contributions to reimburse me
they just forgot the €21 in penalties, but I’m not going to hassle them about that
good luck to everyone
I hope the problem has been resolved for everyone
collectormania_fr
·1 year agohi,
not seeing anything coming for the reimbursement (I had made the request by email directly on the site), I called my regional URSSAF. and the lady looked at my file and sent me by email something to fill out with my bank details (RIB actually) which I filled out and sent back right away... she told me that once they received this RIB, I would be reimbursed within 10 days
so I advise you to call your regional URSSAF and ask them to update your file and send you this RIB request, otherwise you won't be getting reimbursed anytime soon
I don't know how they process the files, it must take a very long time, but by getting ahead of it you'll probably save several weeks
good luck to everyone

I just received an email from URSSAF, they have revised downward my 2021 turnover and they did indeed take into account the one from eBay sent during the April 2022 erratum and not the one from January 2022 (the one where the charges were doubled.)
So if things go well for me, it shouldn’t be long before they go well for a large part of the community who didn’t give up on the matter and who harassed URSSAF with emails or letters. Good luck to everyone, we believe in it.

·1 year agoAs for me, I’m lucky enough to know someone high up at the tax office who’s going to take my case in hand
After talking with him, he clearly told me that Urssaf was completely acting illegally by refusing to take the documents the sellers send
Keep your proof of sending the documents, whether they accept them or not; you just need to prove that you made all the documents available to them. If Urssaf refuses to take them into account, that’s their problem, but they’re acting illegally too. Also keep your communications with eBay; their billing figures aren’t right, and since they refuse to validate the correct rate for you and keep insisting on the double billing, that means they overcharged you without paying your share, so they ripped you off (if they refuse to fix the problem, of course)
mts0012774
·1 year agoHello,
Indeed, the 2021 sales summary sent by Ebay to the authorities is incorrect! And as explained in the ERRATUM sent in April 2022, they added the commission amount to GROSS turnover and not NET! Which amounts to counting the commissions twice!!
I checked the 2022, 2023, and 2024 summaries sent to the authorities, and nothing adds up! In fact, after hours of comparison and research, I finally found a document that explains how Ebay builds its summary. In conclusion, their reasoning is wrong! Indeed, for the "Total transaction amounts", which is the information used by URSSAF, they calculate it as follows: "Total transaction amounts" = "successful sales" - "refunds due to cancellations". They therefore exclude from this calculation refunds due to "disputes", "item not received" and "return". That is why the turnover in your chronological revenue record will never match the turnover declared by Ebay to URSSAF! Here is the link that explains all of this: https://www.ebay.fr/mes/taxguide?sh=true&taxType=DAC7
I invite you to try this for your own business and leave your conclusions in the comments.
This chaotic situation needs to be clarified with URSSAF because it is going to happen again and again!
Problem! They seem completely overloaded and provide no response to the various complaints.
All this nonsense, without even mentioning the fact that we are supposed to declare turnover on the date it is received in our bank account and not on the invoice date, and that URSSAF does not even take this data into account when analyzing the summaries sent by Ebay.
What I don't understand in this system is that URSSAF is claiming additional contributions from us based on a declaration made by a third-party company that does a sloppy job because it is not the one that bears the consequences! When I think of the time and energy lost on these completely sterile tasks ...
francexpressdeal
·1 year agoHello @mts0012774
you say: " I ended up finding a doc that explains how Ebay builds its summary. In conclusion, their reasoning is wrong!"
This "explanatory guide" only applies to summaries from FY 2023 onward (switch to the DAC7 directive).
It does not apply at all to summaries for previous years (so before FY 2023).
In summary:
- Special case of the FY 2021 summary: issue related to the switch to the payment system.
- For FYs up to 2022, ebay did not take refunds into account. So they have to be deducted and everything is ok.
- From FY 2023 onward (switch to the DAC7 directive), everything is ok and is very clearly explained in the guide you cited. Reread it because you have misunderstood it.
(Clarification: when I say "everything is ok", I am only referring to FY 2024 since I never received the summary for FY 2023.)
Now, all of this is off-topic with respect to the thread, which is only about the 2021 summary, so if needed, open another post.

·1 year agoHello everyone,
I’m getting back to you to share the (happy) ending of my ordeal with URSSAF, hoping that my experience can help those going through the same kind of hell.
After very (too) many follow-ups with the regional URSSAF, as well as with the advisor handling my case and her manager at CNFR Valbonne, I was finally contacted again, and above all heard by the manager of the national centers.
She took the case seriously, committed to deadlines, and kept her word — not without asking me to stop my now nonstop calls!
At her request, I sent over all of my supporting documents (80MB, 28 files, sent in 15 separate emails!).
After reviewing them, she called me back as promised and confirmed that my declarations were correct: the figure for 2021 will remain the one I had declared during the initial verification.
It was an immense relief, but also a real frustration, because these nearly three months led not only to a loss of time and energy, but also to financial losses due to a forced neglect of my business — a situation endured, not chosen.
This also concerns the employees, whose skills could be put to much better use!
I think this highlights major institutional flaws.
Note: the manager clearly told me, with proof to back it up, that URSSAF employees actively read this forum.
Just so you know… Hiding behind a broken hierarchy will never excuse the cowardice of refusing to own up to one’s mistakes, nor the lack of honor in avoiding any self-examination. Dignity and professionalism lie in the ability to admit one’s faults, to stand up to absurd directives, to show responsible initiative, and above all to defend legality rather than discourage those who want to start a business honestly, or worse, to turn a blind eye to fraud. Excellence is not measured by blind obedience but by integrity, judgment, and respect for the core values of the profession.
What I take away from this (and what I recommend to everyone):
We can rely only on ourselves: not on eBay, not on URSSAF, and not on any third party whatsoever.
2021 was certainly a special year for eBay, and the transition with PayPal may explain certain issues. But that context can in no way justify the incompetence, the complete lack of support, communication, or even a minimum of responsibility on their part. eBay clearly prefers to wash its hands of any involvement rather than provide the slightest follow-up or support to its sellers.
Unfortunately, if you run into trouble, expect a masterclass in indifference: no sound, no explanation, just closed doors, a lingering feeling of being forgotten, and that little extra dose of contempt that harshly reminds you just how little your problem concerns them.
Protect yourselves, be precise, and don’t give up.
Good luck to everyone who is still in the fight, and thanks to the forum as well as everyone who contributes to it for the support and the information shared!
Bernard

I'm starting mediation tomorrow; as for me, everything is ready and printed so I can prove everything too
And I find it sad if Urssaf really comes onto the forum that it's up to us to chase after them rather than the other way around
I don't think it's that hard if all the sellers have raised their concerns to take the first amount declared for all the sellers and send a message saying that they have duly taken note of it and that after checking several files they are backtracking
I had told our shared adviser about the post on this forum and to go take a look there, so I don't know if she did, but I'd still be curious to know ^^
On the other hand, I did follow her advice and I closed my ebay 😂😂and in the end my bookkeeping is only better off for it ,)

·1 year agoHello. Exactly the same case as you. I asked for my 2021 annual summary and Ebay increased my 2021 turnover by more than €7,000, which it reported to Urssaf in 2024 (that is, more than 2 years later). Urssaf calculated my 2021 turnover by doing: my declared turnover + Ebay's turnover, which makes a monstrous sum. Since these requests to Ebay, as if by chance I no longer receive copies of my messages sent to customer service, so now there is no proof anymore .... It's unacceptable. For several months now I have been asking for my 2021 annual summary, where I have proof that Ebay made major mistakes with the turnover reported to Urssaf, and I am being given the runaround, being told that I will soon receive my document, yet since February still nothing. By making complaints to URSSAF I managed to reduce my debt but I still owe an adjustment on a turnover difference of more than €7,000 thanks to Ebay. Thank you Ebay ..... It's a disgrace. As if by chance since then I no longer sell anything, strange ..... In short, I managed to get the Valbonne Urssaf on the phone, who explained to me that it's a disaster with Ebay and that there are many of us in this situation, and that all the turnovers they reported are false. For those who are in the same case as me, do not hesitate to contact me by phone (see seller details) or by email, I find this scandalous and it is not normal for customer service not to reply to messages and even worse to do what is necessary so that the sellers concerned no longer have any proof of the messages they send to customer service. I don't see why it should be the sellers who are bothered by Urssaf when it is Ebay that makes gross mistakes.

I think most of us were able to resolve the problem of the cumulative declared turnover for calculating contributions and declared turnover reported by ebay. I think this is especially the case for old-games-bzh. This cumulative total is not ebay's responsibility.
The doubled commissions still remain unresolved, and only ebay can solve them ... maybe one day!

·1 year agoHello,
apparently, my problem is more or less sorted out, urssaf was demanding 1747 euros from me, after a lot of unanswered messages on the urssaf site, I filled out a mediation form here : https://www.urssaf.fr/accueil/services/saisir-mediateur.html , a few days later, urssaf was only asking for 186 euros, which I paid just to be left in peace, even though I think this difference is due to returned parcels, but, after 2 months of hassle to get an answer or an explanation, I wanted to be done with it
I hope that those who still have the same problem will manage to find a solution

·1 year agoHello, there you go, I received a letter from URSSAF, following my numerous complaints due to ebay's incorrect sending of CA.
On first reading, I thought I had won my case, but no, they're just giving me a break on the late fee I also had to pay, because not only did they charge me the fees twice, but on top of that they added a late payment penalty, even though I was in the middle of negotiating and understanding the problem.
So they have the audacity to offer a €9 reduction on my €24 penalty ... and on top of everything, ask me to quickly pay the remaining €6 in late fees I still have to pay on this penalty ^^
They really aren't afraid of anything,

·1 year agoHello,
I’m back from the lawyer’s....in search of a little hope...
Just as a reminder, I’m in both situations myself: the social security contributions were added to the turnover that already included them, AND the turnover declared by Ebay was added to the one I had already declared...so they’re asking me for the modest sum of €11,000...
Seeing that some of you have managed to sort out the problem of turnover being doubled, and that my case was still unresolved and unanswered on my end, while I kept receiving letters telling me to pay without delay, I therefore made an appointment with a lawyer specializing in disputes with URSSAF.
She first asked me to try to get a statement from Ebay saying that they are indeed currently looking into a possible mistake on their part... has anyone managed to get anything like that?
And above all, she told me that this kind of case is sometimes settled at an appointment or over the phone when it involves small amounts, but given the amount they are demanding from me and the fact that they have quotas to meet, there is little chance it will be resolved that easily, without going through the courts...
So, no offense, for those who managed to solve the problem, what amounts were they asking you for? I admit that a little light at the end of the tunnel would do me the world of good ....

They no longer reply to my emails, and the last person I spoke to on the phone hung up on me when I told him it was the fifth time I had received the same automatic message saying they were aware of the situation and would get back to me… etc.
Honestly, I think there’s nothing left to hope for from them. They seem to care absolutely nothing about this problem...
In my opinion, only the URSSAF or legal action like you mentioned can make things change.

·1 year agoHello @stormwind-store
regarding the total turnover, you need to understand that this is the URSSAF calculation method in case of a difference between what they have and what you declared.
It's a total aberration, but they still mention it right from the start in the first message we receive during the reliability campaign:
So, there are 2 scenarios:
1 / You have an "inspector" who blindly sticks to what is stated, you will be reassessed on the total of the 2 turnovers (the one URSSAF had + the one you declared)
2/ you have an inspector with a minimum of intelligence, you will be reassessed on the difference (as it should be).

I sent a registered letter to contest the formal notice, and after lots of messages sent to Urssaf in which I attached the eBay reports to show they were mistaken, I never got a reply, and on May 17, I got a last notice before legal action. I don’t know what to do anymore.
I explained the problem to eBay; they were supposed to send my 2021 report to Urssaf. I tried to follow up with them, but I no longer get any პასუხes.
How can I get a reply from Urssaf? It’s obvious they’re mistaken; they added up all my 2021 contributions onto the fourth quarter.

·1 year agohello
it is important to know what type of problem you are having:
1) combining your own declaration to urssaf with ebay's
2) duplicate commissions in the ebay declaration
In the first case, send Urssaf a sworn statement indicating that the turnover you declared is included in the one declared by ebay or vice versa if you sold on other platforms. You can do this via Urssaf's secure messaging system.
In the second case, unfortunately for now all we can do is comply, no response from ebay (I will follow up with them again about this)
Good luck

We received a response telling us that our request will be reviewed by the amicable appeals committee at a future meeting, and that in the event of disagreement we may challenge the decision before the judicial court, which we can also refer to now if we do not wish to wait for the committee’s explicit decision.
I’m devastated...
I don’t understand why for some people this was sorted out very quickly with a simple phone call or by sending a registered letter...
Did you also receive a formal notice to pay ?
I have several cases open with URSSAF since January and still no response...
Do you know how long the amicable appeals committee can take ?
Do you think I should refer it to the judicial court even before getting a response ? I’m afraid of incurring lawyer’s fees on top of the €11,000 already being claimed from me by URSSAF ....
flofigurine72
·1 year agoThen send a sworn statement saying that the amount declared is already in part or completely (I don't know if you work on other sites) declared
And ask them to deduct it from the amount requested, that will already make a good reduction at first
Then the simplest thing, and that's what I did, is to ask to pay in several installments
Already that means the amount is not paid right away, and it allows you to make appeals in the meantime
collectormania_fr
·1 year agohello everyone,
personally I paid the amount claimed while trying to keep fighting, but since they don’t give a **bleep** about us...
on the registered letter I received, it says we can make a claim within 2 months to the CRA (that makes 3 times and no one answers!!) or by mail to the address indicated on that letter...
so I made a claim to that address and sent my check to stop the charges...
and of course no response and the check was cashed the same day!!
in short, I don’t believe in it anymore at all, all that’s left is to hope that eBay finally does something, but I don’t really believe that either...
I’m giving up on contacting URSSAF anyway, it doesn’t lead anywhere...
I’ll still keep pressing eBay regularly, you never know, as Michel said, under the right misunderstanding...
good luck to those who have huge sums to pay

·1 year agoHello,
I was able to see in the latest messages that some people managed to “get around” the doubling of their turnover, notably by challenging the formal notice by registered mail.
Could I ask you what you attached to that registered letter? Do you need to include all the documents again (sales ledger, Ebay sales history) that have already been provided over and over again?
As for me, I have a debt dispute file open with URSSAF, and that’s been the case since my lovely debt appeared on my account... but nothing is moving. I called URSSAF again on Friday, and the only thing they can tell me is that “the file is being processed”.... meanwhile I’ve just received a formal notice to pay, so I’m planning to send a registered letter.... but what should I put in it? Do you have a template of what you wrote to them? I admit I’m exhausted from having to justify myself again and again, sending documents, explaining the situation to a different person every time at the end of the line... without them taking into account what I’m saying...
I’ll admit that for now I’ve even let go of the €10,000 discrepancy in turnover declared by Ebay, which will still earn me a nice URSSAF contribution reassessment that I shouldn’t have to pay...
On the other hand, I absolutely need to manage to get the doubling of my turnover cancelled, which is currently leaving me with €11,000 in debt!
Thanks in advance

·1 year agohello I don't have a template it's a bit mixed between natalo and flofigurine I also made a sworn statement saying that I only sell on ebay and it was ebay that was wrong ebay sent me for my part an initial figure of 5355 e in november 2024 after the cnfr made another request to ebay because my 2021 figure is 5617e and there ebay sends to the cnfr 5912 e with the commissions which in principle ebay should not add and there was no way with this commission story to make ebay see reason THEY NO LONGER RESPOND TO MESSAGES after in my letter I wrote that the 5617 e are in the 5912 E to line up with the cnfr and I sent the summary for 2021 that ebay provided at the beginning of 2022 with the details and explanation, receipts and 3 days later on 29 /04 I had the cnfr on the phone who explained to me why I had been audited it is due to the commission error: for me it was 601e I had already contacted a lawyer, the mediator, the cra ;for the amount you received by registered mail take a lawyer or an accountant or legal aid that is what I would do given the crazy amount good luck to you

·1 year agoHave you sent the registered letter and the sworn statement to the address mentioned on the formal notice, as specified in “you may contest this formal notice within a period of two months.....to do this you must send it to the correspondence address shown above” or to VALBONNE, who are behind this masquerade?
jean-philipproussau-0
·1 year agoHello I first sent it to urssaf paca centre national de fiabilisation des revenus TI TSA 99999 06560 VALBONNE and at the same time to the CRA Dijon marked on the registered letter and to the mediator. For now, I have only heard back from the cnfr Valbonne, and that is the main thing because for the audit it is the cnfr that has to stop it ;I just got a response from eBay by phone because I had asked for the amount that eBay declared to the tax office at the start of 2024 for the 2023 turnover they gave it to me orally by phone because eBay cannot give the previous figures in writing that were sent to the tax office, namely 2021 2022 2023 2024, except maybe orally. I think that for the commissions wrongly added by eBay, it's a lost cause, but that is only my opinion. The problem is if I have an audit for 2023 and since eBay gave it to me orally, it is worthless anyway, good luck to everyone and good selling elsewhere

finally, the beginning of a response from eBay:
"Thank you for contacting eBay Customer Service to obtain the 2021 sales summary.
We will get back to you as soon as possible, we are verifying your information, our teams are already informed of the situation, we will come back to you with more information.
Thank you for your patience and understanding while we work to resolve this issue.

I'll allow myself to copy and paste your message to send it to them then, if you don't mind; if we all post the same message maybe they'll realize it more easily and maybe strength will come in numbers ^^

·1 year agohello thanks for all the messages I got a phone call yesterday from the cnfr thanks to my registered letter and my explanation I received the written paper confirmation of the end of procedure for my case of doubled turnover, the adviser explained to me very well that it was indeed ebay that sent 2 figures one after the other so the urssaf cnfr thought I had made 2 figures, by sending the documents and my written explanation to make myself heard the cnfr understood very well their error of doubling the figures. on the other hand for ebay's commissions that is very complicated, probably lost in advance ebay sent the tax office and urssaf a figure without sales details it is up to ebay to correct it but there, it's screwed, for my case between ebay's figure and mine there isn't much difference as below 50 e they do not collect; according to what the cnfr told me they check all platforms are concerned and only ebay has a problem with these commissions and as I just saw that the 2022 2023 2024 figures are not the same there is a risk of urssaf audit; I have already prepared the files and yet I send lots of messages to ebay never any reply just the message saying that it is resolved or it is passed to another service I will try to send a registered letter if I find an address as indicated in my other messages I am leaving ebay as soon as possible because there it is the titanic and I don't know how to sing or swim in troubled water hoping that ebay does not delete my message happy May Day and good luck to those who are fighting
flofigurine72
·1 year agoAs for me, 2024 corresponds
In 2023 I was no longer on eBay at that time (a blessing, I’d say ^^)
And in 2022 the figure matches on 18k to within about 300 euros, so let’s say that’s just about right, minus the reimbursements to deduct
And yes, the woman handling my file at Urssaf told me straight up that it’s only with eBay that there are problems; it’s the only platform that causes issues with declarations (of course for those who don’t cheat, I should specify ^^ )
And she strongly advised me to leave this platform if possible, because it’ll make our lives hell in the years to come at the slightest issue

·1 year agoI forgot, send your mail by registered post with acknowledgment of receipt directly to Valbonne, phone messages or on the personal URSSAF space are worth nothing, only registered mail with acknowledgment of receipt has legal value, not tracked or priority mail. I sent a registered letter on Friday, April 25 to the CNFR, response, response on April 29 by phone and in writing, and time is passing, especially when you receive a registered letter from URSSAF. Good luck to everyone
flofigurine72
·1 year agoEven the registered letters are worth nothing in their eyes
The only thing that will be worth anything is a letter signed by eBay attesting to the error
They systematically refuse all supporting documents in this case
So saying it’s eBay’s fault I completely agree, but URSSAF is overstepping its rights by making itself judge, jury, and executioner, all while gagging you from defending yourself even though you can prove it
If eBay doesn’t give in, there will be no other way than through legal channels, but it’s going to be hard to find a lawyer willing to go after URSSAF ^^

·1 year agoHere is a response from eBay (-24 hours is not bad and without being redirected to another service )
Hello Mr. Paeile,
Thank you for contacting eBay Customer Service.
I understand your message about the 2021 income declaration requested by URSSAF.
Our teams are currently working on the situation; indeed, all incorrect amounts will be corrected directly with the administration. This means, on the one hand, that we do not have a corrected summary to send you, and on the other hand, that you do not have any other actions to take for the moment.
You will be contacted directly once your corrected information has been transmitted to the Direction Générale des Finances Publiques (DGFIP). At that time, we will also send you a case number (confirmation number for the filing).
We hope that this information will be useful to you.

·1 year agogood evening thank you for giving me a useful mention and for contributing to this forum have a good evening or a good day happy May 1st
jean-philipproussau-0
·1 year agogood evening 2 good pieces of news in 2 days that’s very good but be careful if the registered URSSAF letters are sent we only have 30 days to react for me and the doubling of turnover that’s fine but the commissions will be complicated from what the advisor explained to me URSSAF takes the last figure received from eBay ;URSSAF Valbonne asked eBay in my case in February 2025 the amount eBay first sent the figure of 5355 e then I don’t know why eBay sent another figure 5912 e mine was in between 5617 e that’s why the CNFR calculated 2 turnovers for me anyway with my registered letter they understood ;I just saw that eBay is going to send a corrected figure to the tax office for 2021 they are going to wake up another steamroller; and if the registered letters with AR have legal value since URSSAF sends by registered letter with AR if I had received the payment notice by ordinary mail or even tracked mail I would have said I didn’t get it ;the registered letter with AR that I sent weighed 876 g full year 2021 except for the first 3 months of 2021 eBay can no longer provide them and above all does not want to /.already I asked for 2023 the amount that eBay declared to the tax office in January 2024 no way to get an answer I sent eBay at least 20 messages apart from saying that they will forward it to the relevant department that’s all best wishes to all thank you all and happy May Day
flofigurine72
·1 year agoAs far as I'm concerned, the doubling of turnover was practically sorted out right away
And yes, the Urssaf is currently taking the figure indicated in February
But normally it should be the figure indicated in September that will be corrected so as to show that the site fees are included in it
Anyway, if it goes to the tax authorities and there's a tax audit, the advantage is that then all the documents can be taken into account and analyzed, which Urssaf refuses to do at the moment
And I'm not saying that registered letters have no value, I'm talking about their content, where I quote my adviser: no documents sent will be analyzed, only an eBay message will resolve the situation
I personally have the complete paper record of sales since 2020, as well as PayPal payments and account statements in case of a tax inspection or CAF audit; I'm very calm, everything has always been declared to the cent, and everything can be proven
On the other hand, that would put Urssaf in an awkward position
jean-philipproussau-0
·1 year agohello I think the same as you but it's been at least 2 months that I've been asking ebay for the 2021 correction, might as well bang your head against a wall that would have more effect I had already asked ebay for information in January 2022 ebay had replied that the tax office and urssaf would only take into account the figure we gave to the tax office and urssaf I had already seen the mess coming and I had kept the written email, we saw the result ebay is completely out to lunch, thanks again to you flofigurine ,mustang, natalo ,bernard who contributes to this topic and others have a good weekend and happy selling

·1 year agoBrace yourselves for the 2023 stabilization at the end of the year.
More and more business shutdowns mean URSSAF is in a panic, because there’s less money coming in. I’m disgusted.
jean-philipproussau-0
·1 year agohello I agree with you urssaf will automatically check the turnover figures and if there is a difference there will be an audit already for 2022 2023 2024 for me the files are already ready except for 2023 EBAY did not give me the figure they declared to the tax office and yet I sent at least 20 messages no response from ebay but it's not a big deal I will sort it out with the cnfr and the tax office it will go just as fast ;I don't even receive the reply messages from ebay that I sent EBAY OUT have a good evening see you soon

·1 year agoHi everyone,
my URSSAF officer has flat-out hung up his phone, it’s been giving a busy signal for 1 week!!!
he doesn’t want to be bothered anymore by these little self-employed folks who are demanding what’s due to them!!
the emails are the same, no reply at all
and I received the first formal notice to pay by registered mail...
I was fed up with not being able to reach the officer so I tried changing the last 2 digits of the number hoping to get through to the switchboard, I ended up with a really nice lady who has nothing to do with the reliability service, I explained my problem to her, she tried to find out how to reach the officer, and she couldn’t even find his name in their database!!!
she then gave me the name of the head of the department with her direct number, I called several times with 2 different phones and she couldn’t hear me! weird!
I called back later, voicemail (well, that’s a change from being able to leave a message), I left her a message asking her to call me back...no response, we’ll see next week...
never heard anything from the CRA either, ghost service??
I also asked for an appointment at my local URSSAF, even though I know it’ll be like beating a dead horse, but hey I’m going to try anyway, maybe I’ll get someone good...they can’t all be bad, can they, then again...I’m waiting for them to get back to me
to be continued
have a good weekend everyone
natalo52
·1 year agohello
beware if you have received a formal notice to pay by registered mail! Urssaf doesn’t mess around and can send a bailiff!
That happened to my husband, who fought to cancel the procedure because he was under audit and Urssaf had not followed the procedure (no formal notice to pay sent by registered mail before the bailiff was sent)
have a good weekend despite this setback!
ps: we should bill ebay and Urssaf for the time wasted resolving this problem

·1 year agoHello @natalo52 @bernard_netelectroshop @collectormania_fr and everyone else,
Indeed, you are facing a "steamroller" whose way of doing things will be to let your requests rot away without any concrete response...
On 27/3 in message no. 148, I seem to have already suggested that you get together, hire a lawyer and see how to put an end to this offense of extortion punishable under art. 432-10 of the Penal Code...
The Urssaf staff, who handle your cases and whose names and direct supervisors you know, are forcing you to pay an undue amount...
You have every reason to defend yourself... without wasting your time trying to convince people whose current aim is to force you to pay what you do not owe.
Take the bull by the horns...
Best regards

·1 year agoHello, so the errors are from eBay, eBay sent 2 sales turnover figures to the tax office and URSSAF, and on top of that with commission errors that should be deducted, not added eBay doesn't even respond to messages anymore
bernard_netelectroshop
·1 year agoGood evening everyone,
Continuation of the saga...
I contacted Ms. C****o again, Ms. N****i’s supervisor, who is handling my URSSAF compliance file.
She only confirmed that the file was forwarded to management for “review” on 04/23, which, once again, delayed progress by fifteen days – following my submission of the latest documents on 04/09.
I took advantage of this exchange to bring up my €100 example, then ask questions, including one very direct one... which, obviously, caused immense discomfort: hesitations, contradictions, silences, until she cut the conversation short with the promise to call me back later – officially, to verify certain information.
Yet my question was simple: “Would you be willing to confirm in writing that, for the calculation of my 2021 turnover, you are using the gross transaction amount to which commissions were wrongly added?”
It’s all there:
That is exactly what URSSAF is doing... but without ever agreeing to put it in writing.
For more than thirty minutes on the phone, I kept asking the question, relentlessly.
Never a simple “yes” or “no.” Instead: palpable discomfort, evasive moves to avoid the heart of the matter:
“We sent you a letter on 03/28, specifying the updated turnover amount...”
In plain English:
The URSSAF letter of 03/28, rejecting my challenge and backed by Ms. C****o, states an amount of XXXX €, corresponding to the gross turnover transmitted by eBay in January 2022.
However, eBay had, by mistake, added the commissions a second time: this is the major anomaly, explicitly acknowledged by eBay in an email dated 04/27/2022 and reported to the tax authorities — which many of us forwarded to URSSAF.
The proof is therefore there: URSSAF knows perfectly well that it bases its calculations on an incorrect amount, with full knowledge of the facts.
But no one will ever take the risk of writing it down or owning up to it publicly, for fear of incurring liability.
We understood that... and so did the agents. Yet they persist, even denying the obvious, even if it leaves us in impossible situations.
But I’m not about to stop there.
This question clearly caused discomfort, and I fully intend to ask it again as many times as necessary. I could clearly feel the pressure on Ms. C****o: faced with the impossibility of answering, professional caution will inevitably force her to turn to her superiors so she does not have to bear the consequences alone.
After all, everything is transparent:
The devil is in the details, that’s true; but that’s also where the truth comes out.
In the end, it’s just a matter of applying the same logic as they do:
How many times have we heard: “You have to add the commissions to the transaction amount...” ?
Yes... except that once you use “gross amount” instead of “amount,” it no longer makes any sense, and the whole structure falls apart.
I’ll keep you posted.
Strength and courage to all.
Bernard

·1 year agoWhat is unbelievable is the relentlessness and bad faith of URSSAFF in this situation ... they know full well that eBay's statements are not reliable: if URSSAFF used these statements as a basis and then checked more deeply according to bank statements or other documents, that would be credible, but here, URSSAFF REFUSES TO ACTUALLY CHECK micro-enterprises: when I read the various testimonials, these aren't even checks because URSSAFF merely takes eBay's statement and refuses to take into account documents that would nevertheless prove the good faith of those being audited ...
I may be extrapolating, but I am even starting to wonder, between this and the possible lowering of the threshold excluding VAT, whether the government's goal is to make self-employment so discouraging that today, many businesses can no longer recruit, including for unskilled positions ...
In short, don't hesitate to bring this situation to your MP for example or/and to contact the media and to really emphasize that this is not an " error " by URSSAFF regarding YOUR file but rather a GLOBAL relentlessness by URSSAFF that affects many micro-enterprises and aims to make assessments at all costs by refusing to take into account the accounting elements that self-employed workers wish to provide: there is no integrity in these assessments, no search for the truth, just a desire to make an assessment, even to harm ...
( by the way, the simple fact that URSSAFF requires those being audited to get eBay to issue a modified annual statement to review their file proves URSSAFF's bad faith: no big marketplace has ever provided nor will ever provide this type of modified document to someone being audited, and URSSAFF knows this very well: they are therefore asking you for this document because they know you won't be able to get it, which allows them to abusively reassess you with all the bad faith in the world ...)
flofigurine72
·1 year agoTo say that all this only happens because of the crapp... of a selling site
It's the only site where there was an issue according to my advisor and it's stupid to refuse to accept it
What I note on eBay FR is the difference in figures between 2020/2021; obviously if they inflated their fees by doubling the amounts shown, that’s where it gets stuck and it would look bad to admit that the figures shown are ultimately totally wrong
It just proves that eBay FR is completely losing momentum and they will never admit it; that would be shooting themselves in the foot
And the ostrich policy they have proves it well, they are totally out of touch
What would really hurt them would be if we all left their sites; for proof, I closed my shop, which will be deactivated on Wednesday, May 1st
On Thursday I was contacted and asked why I was leaving after 15 years on their site (I have 3 accounts and over 40,000 sales in total) when they are simply incapable of responding when I contact them to get a document for URSSAF
They just don't care and don't want to give in, but losing their sellers hurts them

flofigurine72
·1 year agoI took it upon myself to send this message to eBay this morning, we'll see if they decide to get moving
I didn't hide the figures, that will make it possible to keep and prove through the conversation that I'm not lying if this has to go further legally
I'm contacting you regarding the reliability of the 2021 turnover following the adjustment I am undergoing from URSSAF because of eBay's error
I'm copying and pasting a message sent by another eBay member
I am therefore asking you to quickly send URSSAF a letter acknowledging your error and stating that the commissions were indeed included in the first declaration and were counted twice in the second declaration. I would like a copy of this letter. This letter is essential to challenge the adjustment because URSSAF seems to rely only on your declarations, without taking into account our arguments or evidence. We are many on eBay to complain about this unjustified URSSAF adjustment, which is causing us financial problems and extra work. I find the lack of reaction from eBay absolutely appalling and unacceptable; you are surely aware of this problem but are doing nothing to help us resolve it. I would like not to receive a canned response along the lines of it is up to the seller to provide proof of the errors or ending with I hope I have resolved your question
Here is the copied and pasted message
I am going to add several things on my side
After a full check of the 2021 sales (two full weeks searching for the documents, printing them on paper + 600 pages to calculate, thanks for the work) I do in fact arrive at the declared amount from April (declared in September to URSSAF) to within a few hundred euros
The total sales without eBay commissions are +/- 46,500 euros with a little over 6,600 euros in fees (it seems that it is too hard for eBay to deduct refunds or losses, but well, with the fees you charge I understand you are not very well paid for this)
Now you have declared 60,000 euros of turnover, fees included
So I would like to understand one thing: I signed a contract with eBay when I created my account, stating a variable fee percentage depending on the categories, with a fixed base of 42 cents per transaction
So explain to me how we end up at a total of 24.5% in fees in the end, given that you insist on the amount of 60,043 euros, while on my side I received a little over 46,500; explain to me how you got to 13,500 euros in total fees
I can prove it through eBay statements, PayPal statements, bank statements, every transaction, every cent circulating in my accounts
So now either you send me an erratum stating that the total amount fees included (written in black and white) is 53,914, including the 6,742 euros in fees, or I will file a report with the DGCCRF. I have contacted several other members and if necessary we will form a collective to assert our rights
Your silence is forcing us to endure pressure from URSSAF that is hard to live with for some of us; we are not going to lose what we spent years building because of eBay's incompetence
I know from my advisor that several thousand of us are affected and that it is systematically all independent workers who suffer from this error, so if this goes to court it will be difficult for eBay to prove that all of these members are unable to keep accounts, especially since we have full visibility of all our accounts
Waiting for your reply
Kind regards, Florian

·1 year agoHello,
I would like to add a new statement regarding my case.
I called Ms N****i back yesterday, Wednesday 23/04/2025, to find out how my case was progressing, as I do at least once a week…
Obviously, she doesn’t know, is “just a little employee,” has no decision-making power, sends me back to her line manager, explains that her management is aware but doesn’t plan to do anything, etc. In short, the usual speech…
Nevertheless, I ask her a whole series of questions to better understand the regulatory framework governing their mission, and then, in the middle of one answer, Ms N****i tells me about a letter titled “End of mediation,” which I am not aware of, sent on 03/04/2025, three days after my request for mediation.
I obviously checked right away in my received mail on the URSSAF portal: nothing; in my emails: nothing.
I therefore asked her to forward me a copy, but not knowing how to do it, she was supposed to find out and call me back.
I waited all afternoon on 23/04: nothing.
I tried to call her back between 4 p.m. and 5 p.m. before the day ended, but her line was not answering.
I therefore have to face the facts: I have just lost three weeks during which I could have started the procedure with the CRA…
Beyond this wasted time, how many letters have I not received?
How many requests have I made for which I am waiting for a reply, while the adjustment procedure is ongoing, pending a possible payment order?
How can such failings, such incompetence, such professional misconduct be committed without any internal reining-in or intervention by the State being put in place?
Of course I will file a report by sending a message via the portal so that this new incident is logged, but I think it is starting to be a lot, far too much accumulated incompetence!
I am also going to add another step to my process: for each of my requests, I will call 3698 once a week to find out whether it has been received and whether a response has been given, until every request has received its answer. This is obviously a very childish and time-consuming approach, but do I really have a choice facing an organization that is malfunctioning to this extent?
I cannot just sit and wait for my case to move forward when I do not know all the documents!
I will keep you informed of what happens next.
Strength and courage to all.

·1 year agoFollowing my previous message:
I have just received a call from Ms. N****i, in response to my request regarding the letter titled « End of mediation », dated 03/04/2025, which I never received.
As you can imagine… She explained to me that she could do nothing and that a request had to be made via the URSSAF portal.
This exchange, which lasted about twenty minutes, was therefore of little use, except to remind her – always courteously and respectfully – how much I now consider this organization to be the very symbol of the moral and administrative collapse of our country.
How much I consider that, through their inertia, their contempt, and their practices worthy of the worst oppressive bureaucracies, they trample on citizens' fundamental rights.
How much, in all reason, I consider it hard not to think of certain administrations of the past, sadly notorious for their methods of pressure, intimidation, and denial of justice, and whose memory continues to haunt our collective history.
Nevertheless, I finally managed to obtain the name of the director of the CNFR.
I intend to send him a registered letter very soon in order to inform him of the particularly outrageous way in which his departments handle cases, and to tell him about the obvious indifference shown in the face of irrefutable evidence and the proof we provide.
I will also tell him about the psychological, nervous, and mental repercussions that such methods can cause, not to mention the dark thoughts and deep discouragement that this sometimes brings about in some of us.
I also want to draw his attention to the major risk posed by these situations: by constantly discouraging and mistreating law-abiding citizens, one ends up pushing some to turn to illegal practices, which creates further injustice against those who honestly declare and pay their contributions.
He will of course be informed that a copy of this letter will be sent to the national management of URSSAF, to the government ministries overseeing URSSAF, and, if appropriate, to the local and national press.
I will keep you informed of what follows.
Strength and courage to all.

·1 year agoAnyway, some news on the progress of my case. A mediator responded to my request and contacted me by phone. My request is admissible and all debt collection proceedings are suspended for now. This morning I emailed her what I was planning to send to Valbonne by registered mail: recipe book and bank statements. She’s the one who will try to deal with Valbonne, hoping that her contacts are reliable, she told me. I told her that many of us are in the same situation. I’m keeping my fingers crossed that she manages to get somewhere. She also told me absolutely not to start any CRA procedure, that it was useless.
I’m stunned by the all-powerful nature of this institution. They claim to have sent you an email but provide no proof. They decide the turnover you made for you. This really goes too far...
Strength and courage to everyone, let’s not give up

It is not frustration that I feel but anger because there is no response
I’m back from a week of vacation and will pick up the fight again tomorrow

·1 year agoHi natalo52 , I’m going to send a message to ebay too, but how are we supposed to contact them ???
apart from by phone, which won’t be of any use at all, I can’t find any other support ?
As for me, I’d rather go through writing, I’ve already wasted enough time on the phone for nothing.
I’m also going to write back to Urssaf, asking them a few questions following their last reply; the problem is the same as with Ebay, you can’t reply directly, so we have no message thread. I think I’m going to send my message twice: to the mediator and also to the CA reliability team.
On the phone, the lady in Valbonne seems well aware of our problem, but she passes the file on to her superiors, who do whatever they want and try to repay France’s 40 billion debt at our expense no matter what.
here’s what I’m going to ask Urssaf, and especially this nice gentleman: David deleutier
MR Deleutier ; thank you for your reply which certainly took a while to arrive but doesn’t suit me at all, because it’s very vague.
Could you clarify several points for me?
Why did ebay send us and you an erratum, if it serves no purpose: ( short definition of the word erratumReported error in a printed work.)
Why, in this erratum, is it written in black and white: I quote
:"Due to the transition of payment services on ebay, final value fees were added in error to the “Gross total amount of transactions” and to the “Total amount of transactions subject to VAT in France”, which were therefore incorrect.
We have therefore removed these fees from those amounts in the new corrected summary below.
We also want to reassure you that your information has been corrected with the tax authorities."
It’s written in black and white that ebay made a mistake in its January statement and you don’t want to take it into account, which is absurd.
Why don’t you want to take it into account? It still seems understandable that the fees were added on top of the 2021 turnover, so consequently paid twice. I declared my total turnover, which already includes ebay fees, whereas ebay sent you my total turnover + ebay fees added on top again!!!!
Why do you not find it strange that an incalculable number of self-employed sellers on ebay end up with the same adjustment, which would imply that they all made the same declaration error, all while making their own sales statements? without relying on ebay’s sales report?
Honestly, when I see the time wasted on this subject, the nights spent wondering why I have a 2000 hole in my accounts ..... it makes me sick, I should have dropped the whole thing long ago, because given the small adjustment I’m facing, it’s not worth me losing all this time, but given some people’s situations, who owe several thousand euros to pay back even though they stole nothing, that’s serious. So I won’t give up either and I send you my support. It’s sad to say, but right now, I sell very little on ebay, and I’m not worse off for it, and I’m quite happy to have only had a small turnover over these last few years.
This really is the height of it for a seller.
Ebay should support us and do its maximum, because they have nothing to gain by not replying to us, but on the other hand they can lose a lot. Personally, other platforms have contacted me to have me sell with them, I’m not really interested, because ebay seems the most suited to my market, but I’m thinking about it more and more.
Good luck to you all

·1 year agoWhy, don’t you find it strange that an uncountable number of self-employed people selling on eBay end up with the same reassessment, which would imply that they all made the same declaration error, all while doing their own sales records? without relying on eBay’s sales report?
Small correction that was confirmed by phone during my exchange with Ms. Nani: it’s not an uncountable number, it’s all of the independent workers who were working on the platform
Anyone who had an accountant is fine; for the others, they’re being made to pay up since they refuse to accept the documents we want to provide them with
As for me, I still haven’t sent anything because, when asking for the contact details twice in Valbonne and at my office, there is a note telling those who manage our files not to accept or read any documents unless it is an official eBay document stating in black and white that they made a mistake
They therefore refuse bank statements, eBay statements, account books, PayPal statements
Ms. Nani, who manages my file, told me that they individually have between 80 and 120 files per person and that there are 30 people handling this, so that makes between 2,500 and 3,500 independent workers affected by this issue
In other words, URSSAF really couldn’t care less, and even less so eBay

·1 year agogood evening, thank you for your message. I see written Mr. Deleutier he is the director of Valbonne, thank you for the information. It is just to send a registered letter because by phone even if recorded, especially if you do not specify that they are recording us, it is worthless and on top of that they do not answer: I sent a registered letter Saturday 26 and 28 to the CRA because it is marked on my registered letter CRA Dijon. We have 2 months to contest, but URSSAF gives me 1 month to pay, go figure. Already with La Poste, registered letters sent today will not arrive before Friday May 2. I tried mediation but the deadline is very short and time is passing. Have a good evening

·1 year agoYou received a registered letter but did you receive the message via messaging with the calculation and the total?
I have never received the slightest mail from urssaf, everything goes through messaging
And did you get the deduction of the amount requested - the one already declared (with the losses) or did they add the 2 values together for you?
