Reply from Packlink today after being very curt and demanding on my email, i.e. 24 hours after my request. Refund granted with their apologies!! The amount isn’t very important, but it’s a matter of principle. Since this is the 3rd time they’ve pulled this stunt on me and I got a refund on the last 2 attempts, it’s clear there’s a scam procedure behind it!!
