Extended producer responsibility - start year 2022 or 2023
Summary: kurogane11 is wondering what date to enter for their registration with Citeo regarding Extended Producer Responsibility (EPR) for packaging, in response to an obligation flagged by eBay. francexpressdeal clarifies that for packaging EPR, retroactivity no longer applies, so the date should be 01/01/2023. For electronic equipment, retroactivity is 3 years, while for batteries, kurogane11 will need to confirm this principle by contacting the organizations directly. kurogane11 expresses frustration with eBay over the lack of advance information and thanks francexpressdeal for its helpful answers.
Hello,
I’m about to finalize my registration on Citeo for packaging.
It is asking me for the contract effective date. Should I enter 01/01/2022 or 01/01/2023 ?
Ebay states in one of its documents that if we do not get compliant, they will charge us the fees from October 2022 because they have been held responsible since July 1, 2022.
In practical terms, to avoid our listings being blocked, what should we choose? 2022 or 2023 ?
Thanks in advance for your answers.

Thank you for your reply.
I couldn't find anything on their site about batteries. I'll try contacting them directly to get a response from them.
For the WEEE, I find from Google searches that retroactivity is over 3 years, is that really what should be done?
It's really a shame that eBay didn't warn us earlier than February 2023. Because honestly, retroactively for 3 years, even using the cheapest organizations. I'll end up with a heavy bill to pay all at once. Even though I'm at the minimum amount every time, it's still not cheap.
But we're being held hostage; if we don't pay, eBay will cut all our listings (and they're only applying the regulations, I understand that).

for the WEEE REP, yes, the retroactivity is indeed 3 years.
And indeed, this point was not mentioned by Ebay. Maybe because it is not systematic depending on the REP channels.
In any case, it is certain that this is going to somewhat "weigh down" our accounts this year ...

For the battery and accumulator EPR, it seems that retroactivity also applies. (over 3 years)
See this link (Corepile member guide):

It's the 2021 member guide, so to be confirmed directly with them to know whether it's still the case.

OP3 years agoHello@francexpressdeal ,
So I typed "guide adhérent corepile 2023" into Google and found the recent guide. The same paragraph is included there.
Thanks for all these very precise answers. I wish you all the best.

·3 years agoGood evening @kurogane11
for the packaging REP, the principle of retroactivity is no longer applied, so if you sign up this year you should indicate 01/01/2023.

OP3 years agoGood evening @francexpressdeal,
Thank you for your very quick reply.
It turns out that I will also be joining for the REP:
- Electrical and electronic equipment (EEE)
- Batteries and accumulators
Does the same principle of non-retroactivity apply?

For the EEE EPR, the principle of retroactivity applies.
For the batteries and accumulators EPR, I don't know, but you should be able to find this information on the website of the eco-organization that manages this sector.
