When creating my account, I have to specify the region, not deliverable by the seller

Hello.
when I created my account I had to mention my address, my department, but also my region, in my case ( Rhone Alpes ) , when I want to place an order, a red banner appears saying '' it seems there is a problem '' ,
The seller does not ship this item to your address (Auvergne - Rhône-Alpes, metropolitan France) .
what should I do ?

Start by clearing your browser cache by removing recent memory, because you’ll just go round in circles if you keep repeating the same steps...
Then try the operation again.
- if that fails, make a request here-----> eBay customer service
( preferably during office hours and ask to be called back )
and/or on eBay Facebook...
