Several solutions to your issue...
1) - the seller doesn't ship abroad, so there's no point complaining.. you can't do anything about it..
2) - the item is forbidden for sale abroad... so the embargo prevents its import.
3) - the seller only listed shipping costs for domestic shipments, but you can ask them to find out whether they can ship to you----> Contact a seller | eBay
4) - if the seller accepts the shipment, they must add your username to this list--------->
