purchase not received and does not appear in purchase history

I made a purchase via PayPal on December 15, and I still haven’t received it to this day. I got messages from eBay about tracking my order (so it does exist). But I can’t file a claim because my purchase history doesn’t mention it, as if I hadn’t bought anything. So, how do I contact eBay?
