hello I bought a t-shirt in England for a total of 23 euros 29 (19 euros 41 cts +3,88 euros VAT.)

the postman just delivered it to me and is asking me for 12 euros in customs fees yet it's not the first time I've ordered t-shirts in England on my invoice nothing specified for taxes regards
