Buyer not responding

Hello,
I sold an item to an eBayer who paid me promptly and to whom I shipped the item to a relay pickup point.
The item stayed there for 10 days and was naturally sent back to me.
I have tried on multiple occasions to contact the buyer, and left several messages that have gone unanswered to this day.
It’s impossible to reach eBay or open a dispute to resolve this situation. My case does not fit any dispute reason.
What should I do in such a situation?

If the parcel is not collected, the buyer no longer benefits from eBay buyer protection.
It's up to them to pay the shipping again for a new send (provided they get in touch).
A seller can only open a dispute in the case of an unpaid item...
As soon as you receive the item back, you can issue a partial refund (item only, without the shipping) :
