buyer in Ukraine / delivery address in France via MONDIAL RELAY and forwarding to Ukraine

I sold a brand-new military surplus transport bag on Ebay worth €120 as a buy-it-now, and the buyer is asking me to send it to a Mondial RELAY drop-off point not covered by PACKLINK. So I suggested the buyer another pickup point close to the one selected.
On top of that, he explains to me that he won’t accept it because the Mondial Relay point he selected forwards the parcel to his address, which turns out to be in Ukraine. (after taking a closer look at his profile + indication in our exchanges by message).
Since I only ship within France, as stated in the listing, I’m wondering how and when the order sent will be received and confirmed as compliant by this buyer.
In addition, I’m not safe from a return request, which could be complicated to deal with.
If I cancel this order, on my initiative, and given these elements, what are the consequences for me in terms of fees? full refund? and on my review profile?

That's what I did, out of caution.
Actually, I noticed it by chance when I asked the buyer to choose another MR pickup point than the one originally selected (PACKLINK didn't offer that MR point in its list, bug?) for shipping their parcel.
The buyer then told me that they absolutely wanted to go through this MR point because only it offered, on request, to resend parcels (following an Ebay purchase for example) to Ukraine, Poland, or even Germany.
The end buyer does not live in France, and this makes it possible to get around the restrictions imposed by Ebay, especially for Ukraine (a country under embargo).
In short, it's cancelled.

PACKLINK didn't offer this MR point in its list, bug?
Only MR offers the full set of pickup points. The list on Packlink is not exhaustive.

I had noted this procedure, but in the case I’m describing, the delivery address indicated by the buyer is indeed in France, at a Mondial Relay drop-off point.
It was while exchanging messages with the buyer, because the details of the Mondial Relay point chosen by them did not appear in the list via PACKLINK, that they told me the parcel would then be forwarded by that same Mondial Relay point to Ukraine.
So, can I still use this reason, despite everything, to cancel this order?

Since when has MR been forwarding packages, especially to Ukraine?
This story doesn’t sound good, you’d be better off canceling.
