Buyer doesn't pay, repeats the offense, and messes up my auctions

Question

A buyer won 3 auctions around December 22/24. He never paid.Transaction cancelled.I’m putting the items back up for sale.And there he is again, bidding on the same items, to, I think, spam my auctions. What should I do?
