If the 30 days after the presumed delivery date have passed, you can't expect anything from the site...
You will then have to use the legal means available to you-->
if the seller is a private individual---> registered letter demanding that they ship the goods to you or compensate you within a timeframe you determine, failing which you will file a complaint and/or more if needed.
if the seller is a French pro---> registered letter to claim the item or a refund...... with notice that you will submit a case to the DGCCRF in their city or yours... (in general, that gets things moving...)
if the seller is foreign----> you can try talking it through, but with no guarantee... as for any legal action, that could end up costing a lot...
So it all depends on the value of your purchase and on the situation/status of your seller.
Therefore, you need to keep track of your purchases and not let time go by without acting... or let a crafty seller pull the wool over your eyes...

You can possibly open a dispute on PayPal if, by chance, you paid with it.
