I’m reaching out to share my experience with an order placed on eBay on March 6 that I never received. Here are the details of my situation:
1. I placed an order on March 6, but I never received the products.
2. The seller informed me that the products were returned because of a shipping issue.
3. I contacted the seller several times to get a refund, but they seem to want to drag things out by using eBay’s terms as an excuse.
4. eBay refuses to refund me and keeps sending me back to the seller, leaving the situation stuck.
As a buyer, I have respected all the purchase conditions, and I find it unacceptable not to be refunded for an order I never received. I told eBay that if nothing is done quickly, I will file a formal complaint and consider legal action to defend my rights.
Have you ever encountered a similar situation? How did you manage to resolve it? I’m open to any advice and suggestions to move things forward.

"As a buyer, I respected all the purchase conditions" = maybe, but did you respect the deadlines to open a dispute ?
The buyer has 30 days, the estimated delivery deadline, to report a non-receipt of an item; the procedure is explained here:

Once this deadline has passed, eBay can no longer do anything; all that remains for the buyer is to check with the payment provider they used (PayPal, for example) to see whether they have any recourse with them.
File a complaint against your seller if you want...

Joining the Shipping Programme is just the seller's way of covering themselves for delivery in case of a problem... it's just a tool that eBay offered them and that they accepted....
You need to stop believing anything and everything and find out more beforehand when you buy by mail order...
On the other hand, if you buy products considered "dangerous" or difficult to accept for transit by plane... you also need to find out..
As a result, it would seem that these elements will not help you much in pursuing any kind of action..
It's a shame, but I fear you'll have difficulties at this level..

In such circumstances, you should have used the instructions given in this link---->Get help for an item that hasn't arrived | eBay
- which you clearly did not do... since you did not get a refund from the seller...
You also write----> " I told eBay that if nothing is done quickly, I will file a formal complaint and consider legal action to defend my rights. '
That will be of no use since on your side you did not use the tools made available to you by the site... and let things run their course...
It's a shame you didn't come to the forum in time to ask for help, even though you found your way here now to explain your mishap...

Mentor2 years ago"the seller in communications with him asked me to wait" = you should not have waited or believed his nice promises because a dispute does not last forever... you had 21 days after opening the dispute to ask eBay to step in to force the refund (which you would have gotten), after which it was closed with no further action.

In short, you're blaming the wrong target (and keeping on believing this seller): but hey, do what you want, since you're "so sure of yourself"...

Contrary to what you say...
- if you had followed the recommendations in case of non-delivery, you would not have listened to your seller who was stringing you along... ( the seller in communications with him asked me to wait, he was going to send a new shipment ) and you would not be here looking for a solution that can no longer exist now..
At the moment, all you can do is forget this bad experience, because taking any kind of civil action against a US seller... will cost you more than your purchase...

Mentor2 years agoWhether I’m the seller or the buyer... it doesn’t matter at all..
- I’m just someone replying who has already seen all sorts of problems of this kind go by... and it doesn’t upset me...
- It just saddens me to see people put so much money into risky transactions without taking basic precautions... then regret it while loudly declaring that they won’t let it end there..
That’s all..
