It is regrettable that eBay does not allow countries such as Luxembourg, Poland, and Portugal to be selected individually in the shipping options, even though Belgium, Spain, Italy, and even the Netherlands are offered. This absence is all the more unfortunate because Mondial Relay does allow sellers to send their parcels to Luxembourg, Poland, and Portugal at preferential rates. It would therefore be very useful for eBay to add these destinations to the list of countries that can be set separately in the shipping options.

to work around this, you can do the following: select "worldwide" as the delivery location and exclude the countries you don't want to ship to.
The exclusion list does it include all countries without exception.
