Hello, I do not recommend the seller [pseudo], because you do not receive the ordered item and eBay tells you that this item is not part of the items eligible for a refund, go figure, you start wondering about eBay and this seller..

Contest eBay's decision not to refund, because it's not a vehicle, which is indeed one of the items excluded from refunds... but an accessory...

By looking at your ratings.... and this seller's, it appears that this purchase is over 90 days old and the worst part..... is that this seller from the Netherlands has received quite a collection of tomatoes (71 negatives..)...
eBay's "protection" on purchases only covers the 30 days following the expected delivery date in the event of a claim. After that date, you'll get a flat-out no.
That is certainly the reason you were told your claim would not go through... So consider my first message as something to disregard.
