Need help - Scammed by a seller and problem with PayPal and eBay | Community Mentor Help

Hello everyone, I’m here to share a bad experience I had with a seller on eBay and I hope someone can help me or advise me. I bought two NVME SSDs from the seller [Pseudo] but I only received one SSD. I contacted the seller, who admitted his mistake in our message exchanges and told me that eBay would refund me (apparently he wanted to scam eBay). However, when I opened a dispute with PayPal, they ruled in the seller’s favor, despite the evidence I provided (photos showing that one SSD is missing and messages from the seller admitting that he only sent one). Then I contacted eBay, but they told me the guarantee no longer applies because I first opened a dispute with PayPal. I’m really frustrated because I paid for two SSDs and only received one, and no one seems willing to help me resolve this issue. I have all the necessary evidence to show that I’m telling the truth. Do you have any suggestions on what I can do now? Is there anyone else I should contact at eBay to resolve this issue? Thanks in advance for your help!
