Persistent “billing address doesn't match” block during seller signup despite all checks

I've been stuck for several weeks at step 3 (Add your financial info) of the seller signup, with the following error message:
"Please ensure that the billing address you entered matches the address on the card."
WHAT HAS ALREADY BEEN CHECKED AND FIXED:
- Name, full address, and postal code identical on my card (RedotPay), my Payoneer account, and my eBay profile (account type: Individual)
- I contacted eBay customer service by chat twice. An agent identified an address inconsistency and helped me correct it in my eBay settings
- I sent several confirmation screenshots
- I tried all the standard troubleshooting suggested: desktop browser, switching browsers, clearing cache and cookies, full log out and back in
RESULT: the problem persists despite all these corrections.
I also contacted my card support (RedotPay), who confirmed that the card works normally on other platforms (successfully tested on Upwork), so the problem doesn't seem to come from the card itself.
MY QUESTION: have other sellers run into this same block with an international virtual/prepaid card? Is there a specific verification step (3D Secure, a specific form field) that I may have missed?
I'm based in Algeria, if that helps understand the context (international verification).
