The parcel was supposed to be returned to me, having been picked up too late.
but since the parcel never arrived, I contacted the carrier.
The carrier conducted a search and declared the parcel lost.
What should I do to refund the person who bought and paid for this lost parcel.

make a claim with the carrier.
If the parcel is declared lost, you will be entitled to a small compensation.
