After a purchase on March 22, the seller asks if HE can cancel on March 23 to offer to reship the order to me in the USA. After cancellation, HE never refunded me. Even though on eBay’s site it says I was refunded. It’s been a month since I contacted my bank, no refund has been made. So please, any advice

Do it during office hours if possible and use the "contact us" tab that you will find at the bottom of the page at the link above...
Ask to be called back because it will be easier to explain to you...
