I reported it but nothing, neither the seller nor eBay.
I wasn’t refunded.
What should I do?

Have you done what’s needed here---> Get help for an item that hasn’t arrived | eBay

If not, you need to do it within 30 days of the expected delivery date... after that, it’s too late...
