When you were at school... you probably had to do writings in "draft" (and/or have a draft notebook"... ) which were a first version so they could be corrected before the final writing...
Here.. it's the same... a "draft" announcement is an announcement that is pending because
- you don't have time to finish it before sending..
- you're missing certain elements so that the final announcement is presentable...
- you want to keep it as a "template".. to create other announcements without having to do everything over again...
