bug on sale without fees

Hello, Ebay is offering a promotion from December 25 to January 8 for listings with no selling fees.
Problem: bug for 4 days, the promotion shows up fine on the seller hub but the published listings are not being deducted from the total. They are deducted, however, from the total number of listings with no insertion fees.
2 calls to customer service and still no solution offered by the site.
When will it be possible to take advantage of this promotion?
