Unless I'm mistaken.... if you can have an address without changing the country of residence....
you cannot keep your account if you emigrate to another country permanently...
and that is probably why your profile change is getting stuck.
You need to open another account with all the essential details ----> new username - new email address - new phone number - new bank - etc... if you want to keep using eBay without issues due to your address change...
Just to be on the safe side, check with Customer Service anyway, since they are better placed to answer you exactly...
