Package declared empty upon delivery via bleep

Hello. My package has been declared empty via a shipment through Mondial Relay, but first of all it’s not my package box or even my printed label.
The person hasn’t reported it yet.
I’m leaning toward a scam to get a refund.
And is it possible to have the weight at dispatch and at delivery to the pickup point?
