I requested a refund because I didn't receive my package, but the seller is asking me to cancel my request so he can refund me ??? Is it normal to have to cancel my dispute request?

Definitely not, he's trying to trick you.
If the dispute is closed, you won't be able to open another one. Ask eBay to step in.
