You can offer them a new shipment in exchange for paying shipping fees again, or a partial refund, without the shipping fees paid for delivery. Provide a screenshot copy of the delivery tracking to customer service via the dispute, asking eBay to intervene. See original

A buyer who doesn’t go pick up their parcel does not benefit from the eBay guarantee..
You can offer them a new shipment in exchange for paying shipping fees again, or a partial refund, without the shipping fees paid for delivery.
Provide a screenshot copy of the delivery tracking to customer service via the dispute, asking eBay to intervene.
