I think I may have received a counterfeit … ; what should I do, just ask the seller for a refund, or report it on the site..? Because it seems to me that EBay should crack down on this kind of commerce.

If you want to report a seller and/or a counterfeit item, you need to be 100% sure of what you're saying.. The "I think" has no place in an accusation if you don't provide formal proof.
Check with the manufacturer and then you can take action (or not..) once you have their reply.

Of course, request a refund by opening a dispute (see "EB guarantee" at the bottom of the page).
You can report the item; there is a link on each listing.
It seems to me that you are not the first to report fakes on this necklace.
