Order impossible

Hello,
during a regular order, once I confirm the payment, I get the following message on a red banner: "This seller only allows buying objects every 10 days" even though I haven't ordered anything on eBay for months, and I've never ordered directly from the seller ???
Additional info: small amount (about €20) and Spanish site.
I don't look any further and consider the transaction canceled but ... the next day I receive a standard eBay message: "Complete your purchase ... You left these items in your cart ... etc."
Maybe a bug? I (re)confirm the cart, I pay and ... "This seller only allows buying objects every 10 days". Pffffff !

And what did the seller reply to you?
(= blocked by quantity, it’s up to him to lift the restriction)

thanks for this quick reply.
I hadn't contacted the seller, and taking your remark in brackets into account, I placed the order again removing one unit (3 items instead of 4 ...)
Indeed, the site, although mentioning the discount quantity "4 and +" but not clickable on its page, did not then prevent the use of the "+" quantity sign in the cart.
But another failure and the same message. So I’ve just sent an email to the seller.
