I have 2 purchases, same buyer, and I want to combine the shipping costs but it’s impossible to do it, I don’t have the tab requested?

you need to set up your account by accepting combined shipping.
eBay account / My sales /Shipping preferences/ Allow combined shipping.
Check the appropriate box.
