how to file a complaint with eBay

Hello
Just under a year ago, I had graded collectible cards stolen from me (Yu-Gi-Oh for those who know), and ever since then Ebay has been demanding that I reimburse them ...
Except that last Saturday I found one of my stolen cards for sale on the site. So I filed a complaint and I would like to know how I can provide this complaint to ebay and, above all, make sure it is taken into account

Whether it's on their site, by email or even by mail

It is up to the police - following your complaint - to get in touch with the site, notably to obtain the seller's identity and contact details (fence) via a warrant.
