Account suspended and no refund received

My wife signed up on eBay and bought an item. After 15 minutes, eBay permanently blocked her account and the purchase was “canceled,” with no refund.
Customer service told us to contact a bank, but the bank can't help us; the bank says the refund has to come from eBay, which makes sense.
After the last message to eBay customer service, they told us to go to the police, which we'd like to avoid.
We also found a seller of an item on another selling platform, and he can't influence the situation, has never shipped an order, and the order was canceled immediately on his side.
Maybe someone has had a similar situation and can share their thoughts?
