eBay seller account restricted after 1 cancellation in 20 years – need help + funds available

Hello everyone,
I’m posting here because, despite numerous exchanges with eBay customer service since December 2, I still can’t get a clear solution or a concrete answer to my situation.
I’ve been an eBay seller since 2003 (over 20 years), specializing in original and vintage art posters.
Some key points about my history:
✔️ More than 1,000 sales completed
✔️ 100% positive feedback
✔️ No disputes, no problematic returns, no complaints
✔️ Never canceled an order in 20 years… except once
The problem:
On August 18, I had to cancel a single order consisting of 5 items,
As a result:
My BBE indicator turned red
Then my seller account was restricted
And my store was blocked
And then my available funds were withheld (even though the amounts are modest)
Now my account has been permanently restricted and my available funds are not being sent to me :(((
Since then, I have provided eBay with:
a detailed improvement plan,
clear commitments,
and proof that all corrective measures are already in place (stronger stock management, weekly inventory, removal of items with uncertain availability, shipping within 24 hours, etc.).
Despite this, I only receive generic responses asking me for… an improvement plan (already sent and confirmed as received).
What I don’t understand:
According to eBay’s official BBE policy (official eBay page – 2025), it states that:
“The restriction will be removed automatically once your BBE performance is lower or on par with the market average in subsequent evaluation periods.”
The cancellation dates from August 18, यानी more than 3 months ago.
As I understand it, my BBE should therefore be back to a normal level today.
Yet:
the restriction is still active,
my store and account remain blocked,
my available funds are not being paid out,
and no one is clearly telling me when or how the situation will be unlocked.
Why I’m posting here:
eBay has been my main platform for 20 years, since 2003.
I’ve invested an enormous amount of time, energy, and seriousness into it, with 363 active listings before the restriction and a real development project.
So I’m looking for:
feedback from sellers who have experienced a similar situation,
advice on the right steps to take,
and ideally the help of an eBay moderator or specialist who could actually look into my case.
I’m not trying to bypass the rules, but simply to get a logical and proportionate second chance, given my spotless history and the completely isolated nature of this incident.

I understand the confusion, but in my case, I also depend on eBay France support, even though I am currently based in Latvia.
My eBay account was created in 2003 when I was living in France, and it is still linked to eBay FR:
When I go into my settings and the financial section, I am automatically redirected to the eBay France site.
When I contact customer service from my finance area, I am systematically redirected to French customer service.
All the responses I have received regarding my reactivation request and my improvement plan come from eBay France support.
I also recently received a missed call from a French eBay number, which confirms that my case is indeed being handled on the FR side.
That is therefore why I posted here, on the eBay France community forum, in an attempt to get some help or additional insight.
At the same time, I am also going to post my message on the eBay.com community forum, in order to broaden the feedback and increase my chances of getting a solution or relevant advice.
Thanks again for your reply, and if you have already come across a similar situation, I would be happy to hear your thoughts.

If you're registered in Latvia, you're under ebay.com, so you have no reason to come to Ebay France (or the French forum)...
