Contact eBay for a refund

Hello,
I bought an item from an English seller.
The package was supposed to be delivered to me by the carrier Colis Privé.
The carrier was not able to make the delivery
and handed the package over to a pickup point but couldn't tell me
which pickup point.
So I was unable to go and pick up the package and it was returned to the seller.
The seller received the package and told me that since he had sent
the package via eBay, I need to contact eBay to get a refund.
I don't know how to contact eBay to request a refund.
Do you know how I can do this?

I already opened a dispute for an item not received.
Then the seller added tracking information indicating that the package was not delivered
I followed up with him so that he would refund me for the item because according to the carrier he
received the item back
But he is telling me that I need to contact eBay to get refunded.
On the dispute page, it is not possible to send a message to eBay

It's up to you to open a dispute item not received
30 days from the delivery deadline
Otherwise it's too late unless you pay the shipping again to your seller
