Hello,
I bought a pair of waders and paid for it yesterday.
Once it was paid for, the seller asked me for an additional payment via PAYPAL of 5.65 euros.
I don't know why.

You made a purchase with free in-person handoff .
If you were unable to pick up your purchase from the seller, it’s normal for her to ask for shipping fees or a cancellation of the transaction.
You were refunded, that’s the main thing.

the amount of 5.65 euros corresponds to the difference between the shipping fees for a shipment via MR and a shipment by colissimo :
Did you request home delivery (colissimo), but pay the amount for Mondial relay ?

The seller canceled the sale of the thigh-high boots.
Why? Because my address, according to her, was a bad address; I don't see how she knew I would be living at a bad address since I had bought her thigh-high boots just 10 minutes earlier!

Here you're saying that the seller canceled your purchase 10 minutes after payment.
In that case, why would she have asked you by email for 5.65 euros? 🤔
Be clearer about the timeline of your transaction...

Message from the seller:
"hello thank you for your purchase. that's not a problem. I can send them directly to your home. however, I would ask you to kindly send me 5.65 euros via paypal. I would also understand if you wished to cancel this sale. Have a nice day"

Whether it's by email or via eBay messaging, it doesn't matter... Especially since once again you're not answering the question at all.
This confirms what I told you since October 26. You asked for home delivery, which explains why the seller asked you for the 5.65 euros.
So you knew perfectly well why.
Now, if the seller ended up cancelling, no doubt she must have had good reasons. Assuming, of course, that this cancellation really came from her...

The response that @francexpressdeal (hi there) gave you on 26/10 at 15:04 was correct: you paid for a Mondial Relay shipment and then asked for home delivery, as confirmed by the seller's response to your negative review (which she can have removed by customer service on simple request).
Next time, pay attention when confirming a purchase and don't act in bad faith by pretending you don't know what it's about just so you can play the victim.
All that for €15... if you wanted the thigh-high boots delivered to your home, all you had to do was pay for...
