incorrect tax return
ebay made a declaration to the tax authorities even though I haven't made any transaction and don't have an ebay account.
Do you know how to contact a service that deals with identity theft?

It's not ebay that you need to contact, but the police services in order to file a complaint for identity theft: following this complaint, they will ask the site to provide them with all the information about the account concerned.
The law (GDPR) forbids sites from proceeding otherwise, so there's no point in contacting ebay directly.

You've never filed a complaint?
= police or police station, depending on where you live.
I assume you've already contacted the tax authorities to check that this eBay declaration did indeed include your tax ID number (Numéro d'Identification Fiscale)...
