Mentor2 weeks agoOpen a transaction cancellation for non-payment, the buyer will receive a warning from eBay, and if it’s not their first time they’ll be blocked from future purchases.

Since 2008... you can't leave negative feedback for a buyer...
On the other hand, you can follow up on the rating to point out your mistake and what actually happened (without hostility or hurtful words)
