Hello why does the personal account not pay fees for each publication per month that it.
Professional account pays commissions every month even if we don't sell anything. I would like not to have fees every month because I am self-employed, I don't have much money for that, I don't sell anymore

You don't have a shop, no items for sale, and your last sales date back to May. So there is no reason for you to pay anything at all.
Contact customer service and go through it with them. They are the only ones who have access to the details of your account.
