I bought an item by mistake on ebay and I canceled it right after. But I can’t get a refund because the seller says they haven’t received the money and asked me to open a dispute so ebay can step in. But I can’t seem to open a dispute. Can ebay step in so I can get a refund?

you’ll be able to open a dispute after the estimated delivery date on the listing has passed, but not before. Best regards.
