Cash on delivery payment request

I’m having a problem with an eBay order coming from the United Kingdom to France.
When I made my purchase, eBay did indeed charge me VAT at checkout (visible in the order details with the note “VAT collected for this transaction” for an amount of 6.19 GBP).
However, when the package arrived, La Poste is asking me for about €20 in customs / import fees in order for me to receive my parcel.
Not wanting to pay a second time when the VAT has already been paid via eBay, I have refused to pay for now.
I’d like to know whether this is normal, whether it’s a customs declaration error (IOSS not passed on by the seller?) or whether other people have already run into this problem.

In this case, the fees must be paid upon delivery: it’s the only way to be able to collect the parcel.
Then you’ll need to request a refund from eBay:

You need to contact ebay
They took the import tax £6.19
(Il m’a communiqué un numéro IOSS eBay)
This should be on the package label
