Refund request because I didn’t pick up the package in time
Hello, I was sick last week and when I checked my emails yesterday I saw that I had received a package with Mondial Relay. I contacted the seller, who told me that he had not opened an account on eBay and that he did not want to pay the 6 €, so unfortunately for me, there was nothing he could do about the item I had bought. I keep sending him proof that I paid for it, so I’m going to get a refund, but he doesn’t want to know anything about it.

Ebay can’t do anything for you: an uncollected order is equivalent to losing ebay customer guarantee coverage.

So it’s entirely up to the seller: a new shipment at your expense, or refunding the item only (without the original shipping costs).
Are they a professional seller? a private individual? In France? Abroad?
"I contacted the seller who told me they had not opened an account on ebay" = you can’t sell without an account.
