Refund request, the seller refuses. What to do?

I buy an item, but 1h58 later I realize it’s not the right model I need. Immediately I ask the seller to cancel the sale and he refuses because he considers that after 1 hour the change of mind is no longer possible.
The item has not been shipped yet, but despite that I can’t cancel the purchase on my interface.
I open a dispute, but the next day the seller sends the item anyway, and right now I still haven’t received the item in question.
When I receive it, how should I go about it to have the best chance of succeeding in canceling this sale?
It is not specified in the listing that returns are prohibited. I paid by PP on Ebay, I think I have a minimum of consumer protection.

To answer you: I gave my address for a shipment before paying and before changing my mind.
Then that same evening I notice that in the listing it is specified that the item sold does not come with its accessories. I warn the seller and he refuses to cancel the sale.
The next day I open the dispute, then the seller says that the shipment has been sent and enters the tracking number, which changes the transaction on ebay. (I didn't know that was possible)
Then you know the rest.
There is nothing confusing, I am just making a simple and concise post to stay focused on the essentials.

Read again: you’re saying everything and the opposite of everything from one post to the next: shipping, then hand delivery, then delivery address...
eBay’s T&Cs are so varied and complex (shipping and hand-delivery process differ) that, between the contradictions and the lack of details, it’s impossible for forum members to help you, please understand that.
2 examples (among many others):
* it’s impossible to open a dispute for an item not received before the delivery deadline has passed, so if it was handed over in person that may explain why you were able to access it so quickly (but we don’t know whether this dispute is still open, since only a "delivered" status can close it, under no circumstances a "sent" status).
* only professional sellers are required to accept returns when the mistake comes from the buyer, and eBay cannot override that.

So I’ll repeat it: contact customer service, they’re the only ones who have access to the information we desperately lack here and to the ins and outs of this transaction.
Worst case, if things get stuck on eBay, you’ll still have the option of opening a dispute directly on PayPal (in that case, see with them).

I'm opening a dispute for an item not received because the listing stated in-person pickup. I should point out that I won't be going there and that the seller doesn't want to cancel.

Mentor2 years agoIf it’s an in-person pickup, shipping hasn’t been paid, so why did you write "The item has not been sent yet //I’m opening a dispute but the next day the seller sends the item anyway" ?
"I want to make it clear that I won’t be going there" = going where? if it’s been sent, there can no longer be an in-person handover.

does the listing say "returns refused" or not?
is it a pro seller? private individual?
