Two identical announcements
I just made a purchase from a seller in Japan. And I just found exactly the same listing as what I bought, same photo, same description with just a few words different, but under another profile. In the seller’s reviews, it says he has already done this before. He still hasn’t sent the package.

You can report an item not received as soon as the estimated delivery date has passed .
