Price difference between seller and buyer price

Hello,
By message I agreed with a seller on a special item that wasn't on eBay. The price was $173.
A few days later he sent me the listing link. The price is €207.60.
He assures me that $173 is indeed the price he will have.
How can this price difference be explained?
What are my options?

For purchases abroad, 20% VAT is added automatically.
