Since 2008 ( that’s been a long time now... hasn’t it..???...) ebay has prevented sellers from leaving tomatoes for buyers for any reason whatsoever...
There was a period when the ping-pong game of negative feedbacks was becoming too intrusive and this draconian decision was taken...
Ebay will do what’s needed to put a mark on the account of the dodgy buyer and, if they repeat offend over the course of a year, they won’t be able to buy or bid with any seller who has set up their account accordingly...

Now, when you have a non-paying buyer... you do what’s in this link-----> Resolving disputes for unpaid items with buyers | eBay
Ebay will do what’s needed to put a mark on the account of the dodgy buyer and, if they repeat offend over the course of a year, they won’t be able to buy or bid with any seller who has set up their account accordingly...
You’ll also put their username in this list-----> https://www.ebay.fr/bmgt/BuyerBlock?
