E-book not received

Question

Hello everyone,

I bought an e-book but the seller claims to have sent it to me when he hasn't. I can't do anything because when I click on Item not received, I'm told that the package is still on its way, but it's not a physical item even though the seller asked for my mailing address. Also I can't call Ebay because I have a Greek number and they only call back French numbers. I'm at a loss
