EBAY cancels the sale because the buyer didn’t pay, but the buyer is waiting for other auctions

Question

Here is the Ebay message: "We informed the buyer that their payment was not made on time. All applicable fees will be credited to your account in accordance with our fees credit policy." The buyer bid and won on June 17 and was waiting to combine several pending bids. I agreed. Why did Ebay cancel this sale??? and I have to pay fees ??? Thanks
