eBay International Shipping: A faulty service.
eBay International Shipping: the delivery times and tracking information are very inadequate compared with the price. For an item shipped from California, the package took a week to get to Illinois (why?) where it now seems to have been stuck for another week. I have had no tracking information since March 13; today is March 17. Where is my item? When will I receive it in Paris, France?

You bought from the US knowing the complications that currently exist with US customs ...
Usually, when a US seller uses GSP, you need to add +/- 8 to 10 extra days to the timeframe stated in the listing to get an approximate delivery date...
Do the same calculations...
- if this deadline is exceeded, you turn to the seller, who is responsible for the proper delivery of their product into your hands, whether they use GSP or not..
Get help for an item that hasn't arrived | eBay
Don't forget that only your seller is responsible for the transaction with you... and that they must honor the commitments made when selling it. ( intermediaries are none of your concern..)
